Traffic volumes in coastal shipping lanes continue to grow, making safe navigation an increasing challenge. This is particularly so in bad weather when pilots cannot board, when ships do not respect traffic separation schemes, and during search and rescue operations. Coastal waters cover huge areas that cannot be visually assessed from the shore and patrols are expensive.
